SUMMARY OF PROGRAM
Provide the vision and mission of the State E&T program. In addition, describe how your State agency's E&T program meets the purpose of E&T which is to:
- Increase the ability of SNAP participants to obtain regular employment
- Meet State or local workforce needs
The objective of the SNAP Employment & Training program is to afford everyone we serve the opportunity to enhance their skills and education with the goal of doing meaningful work. It is our goal to creating pathways to family prosperity, health, and well-being and by assisting customers to access Employment & Training opportunities.
Illinois’s SNAP Employment & Training program is focused on helping customers gain work skills, experience, earn credentials and find employment. Participants may be voluntarily enrolled in Non-Education, Non-Work Components (Supervised Job Search, Job Search Training, Job Retention and Workfare), Educational Components (Basic Education, Vocational Training, English Language Acquisition, and Work Readiness Training, and Work Experience components (Internship, On-the-Job-Training, Transitional Jobs ), or a combination of these activities designed to help a customer increase their skills, employability and begin a career-path leading to self-sufficiency. Our program’s goal is to offer skills growth to build people up to improve their possibly of attaining a job and earning better pay in order to better support themselves and their families.
Community Based Organizations (CBOs) recruit, orient, assess, refer, and deliver to eligible individuals, education and training programs which are best suited for their experience and interests. CBOs will also recruit employers to provide suitable work sites and employment opportunities for participants. CBOs and IDHS staff will provide case management and supportive services to participants along with at least one component, to overcome barriers to employment and maximize self-sufficiency. CBOs may design and implement their own programs using any of the available components with what works for their target customers and for their unique region or community. Providers may not offer any wage subsidies for any program components with SNAP E&T funds at this time.
IDHS’s CBO partners are to place at least 50% of hired customers into jobs within industry growth sectors. This is one of the performance metrics outlined in providers’ contracts. To determine growth sectors relevant to a particular geographic area, each service provider is encouraged to coordinate with their Local Workforce Investment Area (LWIA), other workforce agencies or employers to gather labor market data and identify local/regional high-growth sectors/industries. Employment and training activities are encouraged to be focused on those industries as well.

PROGRAM CHANGES
Summarize changes for the upcoming Federal fiscal year (FY) from the prior FY. Significant changes may include new initiatives, changes in funding or funding sources, policy changes, or significant changes to the number of partners or participants. • Strengthen partnerships with American Job Centers and the community college system to leverage established workforce infrastructure to expand SNAP E&T.
• Raise awareness about SNAP E&T among community partners and ABAWDs through additional marketing and outreach efforts.
• Begin intentional, meaningful engagement with Prairie Band Potawatomi Nation, in collaboration with the FNS Midwest Regional Office (MWRO).

CONSULTATION AND COORDINATION WITH THE WORKFORCE DEVELOPMENT SYSTEM
State agencies must design the E&T program in consultation with the State workforce development board and operate the E&T program through the statewide workforce development system (7 CFR 273.7(c)(5)). The goal of this section is to explain the relationship between the State agency and other organizations it plans to consult and coordinate with for the provision of services, including organizations in the statewide workforce development system. The statewide workforce development system refers to a network of providers, which may include government and the public sector; community-based organizations and non-profits; employers and industry; occupational training providers; and post-secondary institutions, such as community colleges. Please note the State workforce development board is an entity that establishes Regional strategic plans and sets funding priorities for their area. They are distinct from State workforce agencies.

Coordination
Coordination with the workforce development system consists of efforts to partner with workforce providers to directly serve SNAP E&T participants or to align the flow or types of services offered across programs.
Describe any special State initiatives (i.e. Governor-initiated or through State legislation) that include SNAP E&T. Describe any efforts taken by the State agency to coordinate these programs, services, partners, and/or activities with the State's E&T program.
IDHS will work with IWIB to gain information on what credentials are needed to help gain jobs in good paying, high demand/growth jobs, understanding how SNAP E&T fits into the overall workforce system and to develop strategies to work with the overall workforce.
The Office of Workforce Development also have staff dedicated to WIOA coordination and is a full participant on other important IWIB sub-committees, including the Intra- agency Implementation Team, which works on cross agency coordination of programs and whose work is still ongoing. Currently this committee is continuing to focus on:
• Sector-specific strategies (e.g. in Information Technology (IT), energy, manufacturing, health care) including an overall methodology for identifying high priority sectors/occupations
• College and career pathways
• Dual credit
• Work-based learning (including apprenticeships)
• Data, research and evaluation
• Customer relationship management
The OWD also participates in the WIOA Professional Development Committee that works to strengthen the workforce system through offering wider resources to staff and providers in the field for ongoing professional development. We have a staff who is the OWD’s WIOA coordinator that attends regularly and fully participates in these sub-committee meetings. Staff who attends these meetings, represents both programs overseen by the Office of Workforce Development including the SNAP and TANF E&T programs. The Professional Development Committee regularly sends out training resources so that Workforce professionals have access to the same information even if they are operating in different programs and from different state agencies.
Describe the extent to which the State agency is carrying out SNAP E&T programs in coordination with title I programs under the Workforce Innovation and Opportunity Act (WIOA).
The State’s LWIAs connect individuals to Title I and II workforce services through offering access to education, training, and other resources, such as the American Job Centers. The SNAP E&T program attempts to take full advantage of the employment opportunities and training services available with other state and local entities. Some of this work is being coordinated by a WIOA Interagency Workgroup convened in partnership between IDHS and DCEO leadership and includes ICCB and IDES. The workgroup attempted to look at service delivery for ABAWDs statewide by all the interagency partners (DCEO, ICCB and IDES) to develop a more effective referral system to improve access to appropriate and available services to ABAWDs not only from IDHS but from any one of the partners. An initial data match suggests that there is not much cross over for ABAWDs and WIOA Title I services. This speaks to the need to improve referral opportunity and tracking. The One Stop Operator in Cook County developed a more sophisticated referral tracking mechanism which is different than the one mentioned in prior state plans. A pilot program for this improved referral tracking system was being developed and will be housed on the IL Worknet platform (similar to ISETS). The Universal Referral System will coordinate referrals for all 10 AJCs and partners across the Chicago/Cook County area. The One Stop Operator’s Career Pathways Navigators, Illinois Department of Employment Security (IDES), and the Division of Rehabilitation Services (DRS) participated in the soft launch of the Airtable Referral System. The Division of Family and Community Services didn’t participate in the soft launch, and we will see moving forward how the referral system best works for SNAP E&T.
The Secretary of IDHS has designated the Associate Director of the Office of Workforce Development to sit on the Chicago Cook Workforce Partnership Board (LWIA for Cook). This facilitates improved coordination and communication between IDHS and local WIOA services within the single largest and densest program area in the state. For example, learning about and receiving briefings on the Airtable referral pilot mentioned above.
IDHS staff are co-located at a number of American Job Centers throughout the State of Illinois to assist job seekers in applying for IDHS benefits. Additionally, where IDHS staff are not available, partners can assist customers in the navigation of the application process through ABE, IDHS’s online benefits application system.
IDHS continues to find ways to improve integration and partnership with WIOA Title I and Title II services which strengthens potential engagement and outcomes with jobseekers. Our efforts are aimed at providing quality employment services to all Illinoisans through easily accessible technology and coordinated efforts with other service providers. Presently, referrals to WIOA are just a referral to an AJC and is not co-enrollment with SNAP E&T and WIOA services. This is mainly an outlet to get more people on SNAP access to more services. Through the new referral pilot IDHS hopes to better understand the outcomes and benefits of making referrals to SNAP customers to American Job Centers (AJCs).

ORGANIZATIONAL RELATIONSHIPS
State agencies are required to include information on the organizational relationship between the units responsible for certification and the units operating the E&T components, including units of the statewide workforce development system, if available. For the purposes of the questions below, E&T providers are considered to include units of the statewide workforce development system. FNS is specifically interested in ensuring that the lines of communication are efficient and that, if applicable, noncompliance with mandatory E&T is reported to the certification unit within 10 working days after the noncompliance occurs, per 7 CFR 273.7(c)(4). The FAR, consists of monitoring agency expenditures traced back to the grant and guided by rules in in the CFR and GATA (the Grants Accountability and Transparency Act). Agencies are monitored to see if fiscal governance and fiscal internal controls standards are being maintained. For areas of deficit the agency will be offered a corrective action plan with a timeline to make the correction. If they cannot then they may be put on the Stop Pay list followed by grant recovery processes if serious concerns are discovered and not able to be addressed or corrected. Depending on outcomes of past reviews determines the frequency needed of monitoring but is at a minimum of once every three years.
Also, every year prior to receiving a contract, providers must complete an Internal Control Questionnaire (ICQ) and a Programmatic Risk Assessment (PRA). Dependent upon the scores and answers to these questions, provider may have special conditions placed on their contract leading to more frequent reviews or monthly monitoring of supportive services issuances, for example.

CONCILIATION PROCESS

DISQUALIFICATION POLICY FOR GENERAL WORK REQUIREMENTS
This section applies to the General Work Requirements, not just to E&T, and should be completed by all States, regardless of whether they operate a mandatory or voluntary E&T program.
All work registrants are subject to SNAP work requirements at 7 CFR 273.7(a). PARTICIPANT REIMBURSEMENT DETAILS

Provide a summary of the State guidelines implementing supervised job search.
Supervised Job Search also identifies any additional services that may be needed if the participant cannot find a job. Individuals in Supervised Job Search will be supervised by IDHS staff or by a Provider, with at least weekly contact being made. WORK EXPERIENCE COMPONENT: ON-THE-JOB TRAINING
Description of the component. Provide a summary of the activities and services.
(b) OJT contracts under WIOA title I, must not be entered into with an employer who has received payments under previous contracts under WIOA or WIA if the employer has exhibited a pattern of failing to provide OJT participants with continued long-term employment as regular employees with wages and employment benefits (including health benefits) and working conditions at the same level and to the same extent as other employees working a similar length of time and doing the same type of work.
(c) An OJT contract must be limited to the period of time required for a participant to become proficient in the occupation for which the training is being provided. In determining the appropriate length of the contract, consideration should be given to the skill requirements of the occupation, the academic and occupational skill level of the participant, prior work experience, and the participant's IEP.
Certain providers offer on the job training for those that are job ready, such as the Champaign County program who uses short term on the job training with Carle Hospital.

WORK EXPERIENCE COMPONENT: TRANSITIONAL JOBS
Description of the component. Provide a summary of the activities and services.
Transitional Job/Earnfare allows participants who have performed Community Workfare the maximum allowable hours an opportunity to earn cash assistance and gain additional work experience.
After participants perform Community Workfare for the maximum allowable hours (their SNAP benefits divided by the state minimum wage) they can participate in Transitional Job/Earnfare and receive cash benefits.
Transitional Job/Earnfare participation is limited to 6 months out of a consecutive 12-month period (July through June). The income is considered unearned income and is paid from the State General Revenue Funds (GRF), not SNAP E&T funds.
The State will work with these providers to ensure that work-based learning activities include the required elements outlined in SNAP regulations

FUNDING SOURCES
Fields for the Funding Sources section will populate from other sections, such as the Operating Budget section or annual allocations decided by FNS OET.
The system will provide the States 100 percent allocation as well as the target for the total 50/50 funds, as provided in the annual E&T final allocation memo.
State agencies may enter funds into the field "100 Percent Federal Grant - Additional Funds" for planning purposes. This field must be blank before initial submission. State agencies that wish to request additional 100% funds can do so via the Funding Requests tab. If the request is approved, State agencies will see the approved amount populated in this field, and a new State Plan Amendment must be submitted.
The system utilizes a formula that distributes administrative costs to the various funding sources (i.e. 100 percent Federal, 50 percent Federal Admin and 50 percent Non-Federal Admin.) The formula also establishes a funding hierarchy for the use of all available 100 percent Federal funds. This funding hierarchy will assign the planned administrative expenses against the regular 100 Federal grant first, then depending upon availability, against additional 100 percent funds, able-bodied adults without dependents (ABAWD) pledge funds, if applicable. Any planned costs over the available 100 percent funds will be evenly distributed against the 50 percent Admin funds.
The planned expenses shown for the field "100% Federal Grant" will be inclusive of the formula allocation, as well as any additional Federal funds approved. Fields in the column “Distribution of Planned Expenses” are populated from the planned expenses table. States can use this table to extrapolate figures, but cannot submit the form until 100% of Federal additional funds under the "Allocation or Target" column has been removed.

PLEDGE TO SERVE ALL ABAWDS
The Act authorizes FNS to allocate $20 million annually to State agencies that commit, or pledge, to ensuring the availability of education, training, or workfare opportunities that permit able-bodied adults without dependents (ABAWDs) to remain eligible beyond the 3-month time limit.
To be eligible for these additional funds (pledge funds), State agencies must pledge to offer and provide an opportunity in a work program that meets the participation requirements of 7 CFR 273.24 to every applicant and recipient who is in the last month of the 3-month time limit and not otherwise exempt. Individuals are exempt from the time limit if they meet an exception under 7 CFR 273.24(c), reside in an area covered by a waiver in accordance with 7 CFR 273.24(f), or who are exempted by the State under 7 CFR 273.24(g).
